Milton Keynes & "CIAMS" (Commissioners Investment & Asset Management Strategy)

Milton Keynes Primary Care Trust was established on 1st October 2000 and commissions services for the growing population of Milton Keynes - estimated to reach 260,000 by 2010.

The Milton Keynes PCT, along with all other PCT’s, is required by April 2010 to have a realistic estates strategy that is ‘fit for purpose’ for current needs and future commissioning intentions. This is broken down into two phases:-

Phase 1

Comprises of ‘understanding your estate’. This involves assessing the condition and running cost of their portfolio. The PCT then looks at the services it currently provides and what it is required to provide, taking into account the population demographic of an area and future development plans.

The aim of this work is to map any "GAP" identified from the estate assessment and provide options to close it. This becomes the "CIAMS".

Phase 2

Consists of the implementation of the "CIAMS" to close any "GAPS" and integrate service commissioning with infrastructure management and investment so that plans are continually renewed.

To properly understand the estate, it is important to collect and collate all the portfolio/estate data in a way that is easy to use.

pt’s Involvement

Property Tectonics has been working with Milton Keynes PCT to carry out data collection, collation and analysis. As part of the "CIAMS" assistance pt has been providing, we have been surveying Milton Keynes PCT estate to provide an investment budget, including assessments on future maintenance costs, cost related to government legislation, health and safety and energy.

We have also carried out detailed analysis of space utilisation and the functional quality of the space within the PCT estate. This is a key part to the "CIAMS", as it is important that the PCT is able to make the most of its existing space in order to keep the most cost efficient budget possible.

Property Tectonics has been able to provide all of this data in an easy to understand and utilise manner to assist the PCT in its production of the "CIAMS".

pt’s Salma Crisp has been heavily involved in the project and has said "This is an interesting project and is close to pt’s own belief of looking at a building for its lifelong potential and most efficient use".
